Rising living standards will require an array of measures including, most importantly, investment in urban infrastructure, rural irrigation systems, alternative energy sources, and in technology capabilities aimed at raising agricultural productivity. Foreign assistance can contribute to the long-term financing for lumpy investment in infrastructure of all kinds and in building technical capabilities.
To sustain the momentum of growth, it needs to continue investing in education and healthcare. Human resources with innovation and good health contribute to definite growth and prosperity of the nation. We need to build a strong generation with high skill and productivity. It takes about 20 years to realize this; so Cambodia needs to seriously reform education and healthcare system with effective financing and good governance measures.
