In his inspiring and forward looking address at the 11th Shangri-La Dialogue in Singapore this evening, June 1, President Susilo Bambang Yudhoyono emphasized the role of regionalism centered around ASEAN, dynamic equilibrium, and strategic culture of win-win. The expanding inclusive regional networks and mechanisms have positively contributed to peace and stability in the region. He raised concern over the strategic competition between the major powers but he hope that regionalism can shape the behavior of the major powers. South China Sea and the Indian ocean are the two security and strategic issues demanding more attention and cooperation. For both South China Sea and Indian Ocean, we need to transform from the seas of potential conflict to the seas of potential cooperation. He also called for the sustainable management of the trans-boundary water resources especially the Mekong River.
