We need to look at South China Sea not only from rules based approach but also trust based approach. As Cambodia is chairing ASEAN next year, South China Sea will be the key regional security issue that needs to be properly dealt with, otherwise regional cooperation and integration can be at risk. China is the key regional actor in bridging the development gap and connecting the East Asian region. So we need to cope with China appropriately and try to adapt to China’s re-rise. Besides emphasizing on the full implementation of the Declaration of Conduct of Parties over South China Sea, Cambodian chair can create a favorable condition to restore and improve trust among the claimant states. Frank and open dialogue with win-win strategy (be it small or big) can take place within the spirit of friendship and mutual understanding and interests.
